01 / THE CHALLENGE

Periodic reporting creates a visibility gap

Tax administrations already receive significant volumes of information.

The challenge is often when that information becomes available and how easily it can be verified.

When transaction data reaches the administration weeks or months after the underlying economic activity occurred, enforcement becomes retrospective. Underreporting may already have taken place, records may need to be reconstructed, and audit teams are left working with information that may already be incomplete or outdated.

The result can be:

  1. •Delayed identification of underreporting
  2. •Fragmented transaction records
  3. •Greater dependence on retrospective audits
  4. •Limited visibility at the point of sale
  5. •Higher compliance costs for administrations and taxpayers
02 / THE TAXCORE APPROACH

From periodic reporting to transaction-level fiscal control

TaxCore is Data Tech International’s fiscalization platform for tax administrations.

It connects taxpayers, transaction systems and the tax authority through a common fiscal control environment, allowing fiscal information to be securely generated, validated, recorded and verified.

How TaxCore works

A

Issue

An invoice is issued through the taxpayer’s POS or invoicing environment.

B

Sign

The fiscal invoice is securely signed through the fiscalization component.

C

Validate

The transaction is validated within the TaxCore fiscal environment.

D

Store

Fiscal information becomes part of the administration’s electronic fiscal record.

E

Verify

The consumer can verify the fiscal receipt through a QR-enabled mechanism.

03 / OPERATING CONDITIONS

Designed for real operating conditions

Real-time validation

Fiscal information can be validated close to the moment the transaction occurs.

Offline resilience

Fiscal operations can continue during periods of interrupted connectivity, subject to rules defined by the tax administration.

Central fiscal intelligence

Validated transaction information becomes available for monitoring, analysis and compliance activity.

Interoperability

TaxCore can operate alongside taxpayer systems, POS environments and wider tax-administration architecture.

Consumer verification

Citizens can verify fiscal receipts through QR-based mechanisms.

04 / CASE STUDY: REPUBLIC OF SRPSKA

From legacy fiscalization to real-time transaction control.

The Republic of Srpska introduced a new fiscalization model to modernize how transaction information is recorded, validated and made available to the tax administration.

The new environment introduced centralized fiscal control, transaction-level reporting and consumer-verifiable fiscal receipts.

Recorded fiscal turnover

2023

Approximately

BAM 11.3 billion

Recorded fiscal turnover in 2023, before the new rollout

2025

More than

BAM 23 billion

Recorded fiscal turnover in 2025

Recorded fiscal turnover therefore more than doubled in nominal terms between 2023 and 2025.

The figures should not be interpreted as meaning that fiscalization alone caused the entire increase. Economic activity, inflation, taxpayer coverage and other factors may also affect recorded turnover. What the figures demonstrate is the scale of fiscal activity captured through the new environment.

The transformation introduced:

  • Centralized fiscalization
  • Transaction-level reporting
  • Electronic fiscal records
  • Consumer-verifiable receipts
  • Greater visibility for the tax administration
05 / IMPLEMENTATION EXPERIENCE

Experience across different jurisdictions

Fiscalization is far more than a technology project.

Legislation, taxpayer onboarding, infrastructure, connectivity, enforcement, public communication and system integration all influence whether a national programme succeeds.

DTI’s experience spans fiscalization programmes and tax-administration environments across Europe, Africa and the Pacific.

Different jurisdictions bring different operating realities. TaxCore is designed to be configured around those realities rather than forcing every administration into the same implementation model.

06 / CLIENT VOICES
